Welcome to the Information Page for the BCMMSS

The Bureau of Care Management and Medical Support Services is responsible for the oversight of Managed Care Organizations, Managed Care Beneficiary Enrollment, Medical Support Services that enhance direct care, School-Based and Private Rehabilitative Services, Dental, and Transportation Services.

The Bureau has two Divisions, the Division of Care Management, and the Division of Medical Support Services.

The Division of Care Management contains the Department of Managed Care, the Department of Managed Care Enrollment, and the Department of Medical Support Services.

The Division of Medical Support Services contains the Department of Enchanced Care Services and the Department of Transportation Services.

DEPARTMENT OF MANAGED CARE - Service Description

DEPARTMENT OF MANAGED CARE ENROLLMENT

Medicaid Managed Care Enrollment (MMCE) oversees, change in enrollment and disenrollment of recipients in the Medical Homes Network (MHN), the Managed Care Organizations (MCOs) and the Medically Complex Children's Waiver Program (WMCC).

Department of Enhanced Care Services

The Department manages Medicaid Enhanced Services, Diabetes Management Services, School Based and Private Therapy and Audiological Services.

Medicaid Enhanced Services Manual
  • Preventive and Rehabilitative Services for Primary Care Enhancement (P/RSPCE) - Support services that address medical risk factors affecting primary care.


  • Postpartum/Infant Home Visit - Home visit made within six weeks after the birth of the baby to assess the needs of the infant and mother.


  • Medicaid Adolescent Pregnancy Prevention Services(MAPPS) -Family planning counseling services for children ages 10 through 18 at risk of engaging in sexual behavior at an early age.


  • Family Planning Waiver Services - Services to prevent or delay unwanted or unintended pregnancies. These services are the only services covered for Family Planning Waiver Services beneficiaries (Family Planning (FP) Waiver Services)·


  • Diabetes Management Services - Diabetes self-management training for people who have diabetes, have been recently diagnosed with diabetes, or are at risk for complications from diabetes. (Manual)


  • School-Based Therapy Services - Services to children in school under the age of 21, who have or are at risk of developing sensory emotional, behavorial, or social impairments, physical disabilities, medical conditions, mental retardation, and development diabilities or delays.


  • Private Rehabilitative Therapy and Audiological Services – Services to children under the age of 21 who have or are at risk of developing sensory, emotional, behavioral, or social impairments, physical disabilities, medical conditions, mental retardation, and developmental disabilities or delays.

Department of Transportation

Medicaid Transportation Program Description

The transportation program assures Medicaid member access to covered services through the delivery of and/or reimbursement for transportation services including those members with special needs. This is accomplished through contracts with two transportation "Brokers"; Logisticare and Medical Transportation Management (MTM).

They are responsible for covering all of South Carolina's 46 counties. Through the Broker system the state is divided into six (6) regions. Logisticare oversees many individual transportation service providers primarily located in four (4) regions covering the Mid-lands and Low country areas of the state. MTM manages similar providers in its two regions located mainly in the Upstate area. Each Broker has call centers for making ride reservations for members to and from necessary services and for monitoring of the quality of those providers giving the rides. Out of state transportation services and some specialized services are under the directing actions of the Transportation Department at SCDHHS.

In case of ambulance emergency, services are accessed through county emergency services, by dialing 911.
